Distant fishing question

Is it possible to make distant fishing? I mean, allow fishing boat (or something lika that) out of fat cross bring resources to one city (I mean food/comerce/hammers, not only fish for health purposes)?

And maybe make it do so even outside cultural borders. (So ocean would be used, therefore more important to hold, therefore more important navy).

That is a great concept. You could iterate through all a players units on their begin turn event and then add food, gold, whatever to cities if a 'fishing boat unit' was on a suitable tile. That would not be too complicated.

Create a global resource that will bring benefits to all your cities if you have a fishing boat (or whatever) on it. Then place those resources on oceans.

Whales and Oil of the existing resources could be made that way.

Edit:
For example, Oil in an ocean tile could bring an additional +1 production in all cities, while Whales in ocean tiles would similarly give +1 commerce for all cities. This way it would be viable to race (or wage war) for the remote ocean resources even if you had them previously on your land or coast. As you said, this could considerably increase the importance of navies.

If its adds one food or one commerce to every one of your cities, like rcuddy and Exel suggest, civs with a lot of cities are in an advantage.

I did use the plural above but I didn't mean to imply having one unit supply multiple cities. A one to one correspondence would definitely be in order to me at least. It could be as simple or complex as desired.
  • Production from boat is tied to city that created it
  • Production from boat is tied to closest city
  • As first choice but with the ability to 'rebase' so that production is tied to a new city choice.
Any of those could be expanded to include transportation of the resource requirements, discovery of technologies affecting production or ability to work, etc.

The more we talk about it the more I like this concept. If the gain was enough it could as said result in meaningful naval interaction and conflict.
