The text:

The UN Security Council has unanimously voted in favour of new sanctions against Iran for its refusal to suspend its nuclear enrichment programme.


Is it not misleading that the text and the headline say different things?

Is not the security council an aberation - an undemocratic and dishonest parasite on the UN proper?

No, since the decisions of the UNSC affects the UN itself, for the UNSC is at the central of the working of the UN.

No actually the headline and the text say the exact same thing:

UN Charter said:
(...)
Article 24

1. In order to ensure prompt and effective action by the United Nations,its Members confer on the Security Council primary responsibility for the maintenance of international peace and security, and agree that in carrying out its duties under this responsibility the Security Council acts on their behalf.
(...)
Article 25

The Members of the United Nations agree to accept and carry out the decisions of the Security Council in accordance with the present Charter.
(...)

Thus any decision of the UN Security Council is a decision of the UN.

It is not an aberration or a "parasite" on the UN but an integral part of it, or as the UN Charter puts it:

UN Charter said:
Article 7

1. There are established as the principal organs of the United Nations:

a General Assembly

a Security Council

an Economic and Social Council

a Trusteeship Council

an International Court of Justice

and a Secretariat.

So you don't get one without the other. Undemocratic it is just as the General assembly or any other organ of the UN. The UN is not set up to be democratic, but rather to facilitate world peace through diplomatic relations...
On another note: How can an organisation be "democratic" when a majority of its member states are not?
