Diverting Crusades as Venice

Hi, I was playing as Venice, and I had like 1600 gold, and I still didn't get the option to divert the crusade.

Do I have to participate in the crusade (as opposed to just donating money to it) for this to work?

Sure, you have to be a full participant.
Donating money equals with buying yourself out of the Crusade.
