Division of Civs

What causes a civilization to split into two (loyalists and rebels?)? Are the units and cities evenly shared and are the cities of each faction located together or in order of build (i.e. 1st, 3rd, 5th, etc to loyalists, and 2nd, 4th, 6th, etc, to rebels)?
 
It's been a while since I've "promoted" a civil war by capturing an enemy capital. But the cities appear to be evenly split; and they tend to be grouped geographically, though sometimes an odd "rebel" city will be located outside of the core geographical grouping of the rebels and closer to loyalists.
 
Has anyone ever started a game that was missing a seventh civ and then deliberately caused a civil war in order to force a split and the addition of a seventh civ?

Could be useful if you are Supreme and your KeyCiv is missing...

But if you're supreme, capturing a civ would not cause a split because you're the more powerful. It would only work if you are NOT supreme. However, I guess you could empty the capital of the 2nd largest civ and hope some smaller civ has troops wandering by to occupy the empty city and cause the split.
 
I don't know about the Power Rating coming into play. As I say, it's been a long time since I've effected a civil war in an AI civ, but as it occurred fairly late in the game, I'm pretty certain that I was the Supreme Power at the time. (When I get my computer back, I'll have open the game in question; I'm pretty certain it's still in one game archives.)
 
someone did a study and found that the civ only has to be higher ranked than you,not supreme.
 
if you are more powerful than the civ that losses its capitol it will not split (at least in my experiences)
 
Okay, I remember how I split that Civilization while I was the Supreme Civilization. I used Stealth Fighters to reduce the garrison, allowing Barbarians to capture the capital and induce the Civil War. Needless to say, Barbarians are almost always the lowest ranked civilization.
 
But if the game start only has 6 civs, will capturing the capital of one higher than you cause a 7th? This might be a useful tactic but I dont have a save of a shorted game to test with... Perhaps worth trying if you are not Supreme yet but know there are only 6 civs.
