DLL affects city states

I have tried instlling the CBP and a collection of whowards picknmix mods (separately of course). Every time I try to play I have the almost no resources & no city states error with CBP and the no city states when I enable the DLL - Various Mod Components with whowards mix, required for almost all of his mods.

Don't enable DLL - Various Mod Components. The Community Patch already supplies a modified dll. whoward's mods work with it.
