Question same as the title - Do CS's sell units that you gift to them? Is it because they also pay unit maintenance?

Haven't been able to find this on the forum yet.

I seem to notice that if I gift a CS more than 2 units of any non-infantry unit, the additional ones will disappear or never arrive.

Well, Military CS give you free units every few turns.

Though they don't "sell", however, Settlers and Scouts, well, are pretty much useless for CS though ocasionally I have seen using them the scouts I gifted them.

Are you making sure the unit is in the CS's territory when you want to gift it?

i gifted a cavalry unit to a cs the other day, and while close, it was definatly not inside their borders
the civilopedia doesnt mention that being needed either

I have gifted CS units when not in its territory and know that they have appeared. I don't think that CS sell units as I have seen several CS with a LOT of units (many spearman/bowman in modern eras) and know that they couldn't have generated the cash to pay for them.

They may give them away (if military) and allied with another player.

As far as I can tell, gifting units to a CS that hasn't requested them is fairly pointless. You don't get a bump in your influence over the CS and the units go to waste. Even if a CS has requested units ("I'm being attacked, please send troops!") you still don't get any more influence over them if you respond. You do, however, get the pleasure of wearing down the attacking Civ without any diplo penalty.

The CSs are, to me, mathematical constructs put there to add variety to the game. Their main purpose in-game seems to be to provide both the human and AI Civs a means of trading Gold for food, culture, units, resources, beakers and, if you fill out the Patronage tree, Great People. Their secondary purpose seems to be to give Civs something to fight over. If I find myself in a game with Alex it's nearly certain that at some point he will attack one of my allied CS and send me a message to the effect that "I've just attacked one of your friends. What are going to do about it?"

If you are allies with a CS it will eventually gift you with resources even though it may only have one instance of a resource. Likewise, I have seen an allied Militaristic CS continue to gift me with units even though it was under attack by an AI civ.

EDIT: I just took a closer look at gifting units to a CS which asks for help. It turns out that you get 2 points of influence for each unit that you gift. Unless you have some rubbish units that you want to get rid of it seems cheaper to just bribe the CS.

You can remotely gift units. They take about 3 turns to arrive. You just do it from that city state's welcome screen.

I'm still seeing unit counts drop even in times of peace. I'm only gifting units to allied CS's, and they are definitely staying allied. They're often at 140+/60. This has happened with both Maritime and Cultural CS allies.

Can't say whether that's the case with Militaristic CS allies though. I usually just gift back the units they spawn or give them to the other CS's.

I only gift units under special circumstances:

1. I have let a Militaristic CS ally keep spawning units; I usually gift those to other states.

2. The unit is a "waste" unit that had to use 2 insta heals early in the game. These get culled out of the army during a major upgrade, since my total force will be stronger than before even without them.

3. I'm fighting wars by proxy or looking to shore up a section of a potential front. This is happening in my current game, where Japan is my major military rival.

A few weeks ago I checked the end-of-game graphs and looked at just City States. City States have no concept of gold at all (their gold-related graphs are empty). They have no use for the gold you give them.

There was some other interesting stuff too so check out the CS graphs next time you reach end-of-game.
