I'm watching this show, Kingdom, in which Stephen Fry plays a country lawyer in England. TV Tropes says about it: "Welcome to Kingdom, where Crime and Punishment Series meets English planning law, and "They Fight Crime" in a genteel, laid-back fashion, with plenty of breaks for Scenery Porn."

It is a totally awesome show.

In one episode, a character's bail is set at £100,000 and another character laments that he would be unable to raise that amount of money.

Now here in the States one could take out a loan with a bail bondsman and place a percentage of the bond down with the bondsman who will loan out the rest of the bail. The bailbondsman is then responsible for the appearance of the bailee. Consequently, the bailee is not necessarily obliged to raise the full sum of bail in cash.

Does that service, or similar, exist in England or are parties in custody obliged to raise the full amount of bail in cash?

No. Bail conditions are set by the courts and if you break them the police look for you.

There is no equivalent to a bounty hunter in Europe as far as I know.

the bail amount reflects the seriousness of the crime the person is accused of and their ability to pay.

So are there services to loan out funds to meet bail or does every bail need to be paid in cash?

Well, the bail's basically just a deposit to make sure you come back, so you should never be charged a bail you can't pay with enough effort.
