Do you know of any mods that can put cities out on top of resources?

Could you please let me know if you have such a mod?
It seems very inconvenient to not be able to build on top of a resource, but not be able to build on the city itself.
Also, if the resources are developed, it would be nice to be able to build in the back as well.
