Interesting…it seems you can’t swap food/production by changing the tiles you are working. Essentially the Rural district is the population unit.

Yeah, the city collects the yields from all tiles (including unimproved/non-rural district tiles) in it's territory now, so the whole pop placement minigame is out. Bit of a shame, that was always one of my favorite little things to micro.
