AP or UN, doesn't matter which. The Civilopedia doesn't say either way.

I'm no 'vassal' expert, but I did note that in Warlords they don't necessarily have to vote the same way that you do on resolutions such as civic changes, but they always voted for me when it came to elections for SG or Diplomatic Victory.

From what I've noticed they generally always vote for you, AP or UN. Although once they voted 'Never' to a civic change I tried to introduce under the UN. Plus in my experience they still tend to vote for you in elections, even when they can vote for themselves. 
Guess that depends on how much they like you though.
