does a city have to produce something?

No... but you can
1. have it produce something then stop producing that thing (eventually the production in that thing will decay)
2. have it produce Research or Wealth (with the right techs)

Produce a cheap building/unit and sell it for gold when it's done if Wealth isn't available yet. Hey, something is better than nothing!

Produce a unit and then gift it to a city state

I've always thought that there should be an idle city production option - maybe I don't want to build that warrior since there is nothing else to build now and I haven't invented building gold (O RLY?).

You can just build units and immediately sell them for :c5gold:. I think I read on these forums that sometimes (perhaps no longer, after patches), it's actually more profitable to spam settlers (esp. exploiting the fact that huge food deficits are A-OK when building settlers) and just sell them as they're made than put hammers towards :c5gold: through "Wealth."

Anyway, if you run into that problem often, you should probably invest in beakers earlier and/or choose your techs more carefully!

Look out for the no maintenance buildings, like walls. If you don't want to pursue other avenues, walls can give you a nice benefit, especially when combined with certain policies like Professional Army.
