Does anyone actually build forts? When?

Sure, as Rome. Usually in a situation where I'm "claiming" land or blocking strategic passes. A roman fort situated in a mountain pass is a nice barrier to an expansionist AI.
 
Just 2, to get that one Eureka.
 
I've built them a couple of times, when (A) they helped get the valuable Eureka moment, and (B) I was under threat of war.
 
Personally i think the Combat Engineer needs to come at the same time as swordsman/legions do or quickly after. He comes so late that its never worth it to build them. Also if they were build-able outside of your empire influence that would be a fun but would not help the ai any.
 
Legion forts work great vs the AI. Just set one up on their borders with archers behind and they will suicide their entire army in single file.
 
If they were buildable outside your borders, I might actually use them. As it is, there's rarely ever a reason to use them, especially with how slowly borders seem to grow in this game.
 
How do you even build forts using the military engineer? I only saw options for roads.
 
Wait, forts can't be built outside your borders??? Legion forts can. I always assumed all of them could, but I've only ever built them with Roman Legions, as military engineers come to late for forts to be of any use.
 
I never build forts in Civ VI and V as I have never found them necessary for my playing style. Building two in VI for an Eureka is a good tip, though.

I have yet to build one. I think I only build one military engineer, and when he got dismissed after building two segments of road, I got so disgusted that I never bothered to build one again. I have yet to play as Rome.
 
Military Engineers are best used for Silos (own territory only of course) and Airstrips, which like forts can be built anywhere. Which makes Military Engineers extremely useful (almost indispensable) if you like to use aircraft on the attack in landlocked areas.
 
Just built all of these in the last 5 minutes. Silo must be inside, Airstrip and Fort can be created outside:

I have not built one yet. Honestly, I forget they exist until see the eureka that requires them, and I still don't end up making any.
I haven't even made a military engineer before either, and I've played quite a few deity games now.
 
The only reason to build Military Engineers from a macro-strategic perspective is as a way to forward deploy aircraft. This isn't something you can normally do for 80% of the game but becomes much more interesting if you play, for example, an Industrial era start aiming for a Domination victory. Then they are viable, even on Deity because it gives you the option to have a mobile "artillery" force assisting across several fronts as required. Speeds up blanket clearing a lot.
