Can't build Manhatten project?

I've completed the prerequisites, 21/20 military points and the required political theory civic. However, I don't have the options to build the MHP in my capital (or any other wonders for that matter). Does anyone have any idea what could be preventing this? Even when I hit the "view hidden" button, nothing shows up.

OK. I figured it out. MHP doesn't have to be built in the capital, which I thought. I guess I was out of room, upgraded a town into a city and could build it there. Hope this helps someone in the future.
