Does city owner for a plot ever change if plot continues to be owned by same player?

For example, if a city owns a plot 3 or more tiles away and the same player settles a city next to it, does plot ownership transfer to the new city?

I'm not asking about worked plots - that's different. I'm asking about the cityID returned by plot:GetCityPurchaseID().

I could research this myself, but I thought someone might already know...

Only if the city is founded on an owned plot will the ownership change - a new city doesn't gain ownership of adjacent already owned tiles
