Does Liang's Disaster Protection Actually Protect?

I wound up on a volcano-wracked continent and figured Liang was the only viable protection. I leveled her up to Reinforced Materials, and was prepared to laugh in the face of catastrophe.

BUT turns out her ability didn't do anything. When the volcano erupted, it obliterated the deer camp that was underneath it and ripped away the plantation on the grapes over it.

Am I misunderstanding her Reinforced Materials promotion? It clearly refers to buildings, improvements, and districts.

Or is a volcano eruption not an environmental effect?

It should work. Are you certain the tile in mention belonged to the city Liang was stationed in? In the screenshot tooltip it says "owner: Tula", but maybe that's a different tile?
 
Yeah, you can see all the tiles that belong to Vologda, worked or unworked. The grapes you can still see, the deer camp is straight down on other side of Three Gorges.

Liang has failed me in this way before with a volcano. I don't know if volcanoes are not intended to be covered as environmental hazard, but I guess I should post this issue in the bug forum if nobody has any answers here.
 
She has never failed me. Maybe there's a mod you're using that messes with her ability.
 
Mod conflict would be my guess as well. I've used Liang in volcano cities without problems.
 
In my experience, she's only protected the city center itself, not all tiles owned by the city. Which makes her much less useful than she appears at first glance.

I do use mods, but none that should affect governors.

Would love to know if there's some weird conflict reducing her powers.
 
In one of my recent games I had a city right by a very active volcano. Liang protected all the city's tiles from eruptions, both districts and improvements. I play with no mods.
