Doing the OCC... With multiple cities?

Hey so I started (and then played nonstop, and then beat) a One City Challenge game on Prince. I know, I'm a master. You don't need to tell me;). More to the point... I had 3 cities? I checked the OCC box on the starting setup screen. I am certain of this, because it wouldn't let me build settlers.
However, a war with Harun-al-Rashid left me with 2 of his cities. It just let me keep them. So basically, I did the OCC with 3 cities. Is this a bug? Am I just a dirty rotten cheater who should have razed them? Can someone please clarify? I don't get if this is supposed to happen or not (the OCC box says "HUMAN players are only allowed to own or control one city", so I would assume not).

Edit: Upon closer examination of my save file, I realized that in my confusion I failed to fully scroll up on the units list. The settler is there, at the top. I guess I just failed to check the box. (And somehow failed to notice the settler icon the entire game. Wow.) Now I feel a little ridiculous, sorry for wasting your time.
Out of curiousity, what happens when you conquer a city when you're actually on the One City Challenge?

The caps get insta-razed too. OCC was one of the first things I did with CiV (haven't done it since). I thought I'd at least get one puppet by taking a capital, but instead accidentally annihilated the Arab civilization... spent the rest of the game fighting everyone.

One fun way of OCC, is to have the settler option ON, but never build any and the one you get from Liberty, you just sell. Then you can have puppets. :)

But true OCC, is to only have one city forever, which it feels like sometimes. I still do the occasional OCC myself just for fun.

Sometimes if you check a box, and then change some other setting, the box will become unchecked. It's a bit unnerving, yes, which is why I leave checking the boxes for last.
