Minimo only runs on Windows Mobile 4.3 and newer.
(Believe me, I have been through hell and back trying to locate a browser other than IE that runs on WinCE 2.11. It doesn't exist. The closest I ever got to having a decent browser on that computer was when I installed NetBSD, but NetBSD didn't correctly recognize my wireless card.)

If it doesn't work on PocketPC, it certainly won't work on WinCE 2.11.Software requirements
This release is only for Smartphone 2003. It will not work on Smartphone 2002 or Pocket PC devices.
As far as Firefox goes, what's so great about that program anyway? I try only to use Microsoft software. Right now I have Internet Explorer 5.0 and pages load in the blink of an eye. If I want to browse even faster w/o most images and formatting and such I switch to version 2.0, which I also have on this machine.
