Dynamic tooltips and TooltipTypeTopPanel

Any mod using TooltipTypeTopPanel and the TTManger for dynamic tooltips no longer works, as Firaxis have left three blocks of colour in the standard TooltipTypeTopPanel component - presumably so they could catch them and rewrite them into the new format.
