In this video of a partial game play, one of the devs explains that during the early game in Civ 6, all empires have open borders by default. You can't close your borders until after you've researched a specific Civic.
Okay, that's fine. We knew about this before, and I believe it's a good change. It makes sense historically and should make game play more interesting.
However I think borders being shown as solid when open and dashed when closed is totally backwards. That seems intuitively wrong to me. Shouldn't it be the opposite??
