Easy way to handle housing/unahappiness

Billy Mays here. Is your city not growing? Does it lack housing? Are the people unhappy? Why not try building a settler? Entertainment districts may seems fun, but they cost hammers, population, and an entire tile! Why watch a game when they can be reading a book at the library, trading at the market, making trips to the harbor, or building at your factory. Get your settler today!
 
Definitely a good choice if you're at your housing cap, less clear cut if you're low on amenities. Sure a two pop city is amenity neutral, but as the game progresses building those industrial zones and commercial hubs will just take far too long for such a small population, nor am I particularly in need of the extra science or culture, and it's because of how early all of my games are finishing with the current AI and tech tree. Really by the end of the medieval, I have to really consider if I'll get anything out of it by the end of the game.
 
I agree with the above, while building settlers from housing capacity limited cities when you've got them is a good idea, for amenities it depends:

1. You currently have less than 4 cities (most civs) / 6 (Aztecs) : In this case building the new city will definitely help.

2. There's exactly one amenity you don't already own that would be worked by that city and you have less than 8 cities (most civs) / 12 (Aztecs) : In this case building the new city is definitely a net positive to your empire as 50% of your cities will use it; and by the time the new city is up to size 3 you'll have already connected it.

3. If there's no luxury present but your past 4 cities (most civs) / 6 (Aztecs) then if the city is already at negative one amenity it indicates that founding new cities will in time be a net negative on the amenity side as once it hits size 3 it's going to start needing them itself.
