I realized what you meant. I was just saying that I can only help with Civ3.
Give me some more details about what you'd want in your mod.
First, I am trying to think of a way to make the game be winnable without roads. First of all, you either have to give some advantage to the human player and tell him "build only few roads!!" or you disable roads for everyone, but in that case the AI has to know how to use the new features so that it actually doesn't need those roads.
The biggest problem with roads is that you
need them to connect resources. The first solution that came into my mind regarding this is something along the lines of a) reducing the resources needed for units (e.g. make all units require a maximum of 1 resource, not 2 like cavs for example; and making units like Swordsmen resource-free), b) drastically increasing the appearance ratio of all STRATEGIC resources, maybe using duplicate resources too, and reducing the number of bonus resources, increasing their bonuses though, and c) disable roads for everyone. This would mean that you'd try to make strategic resources appear almost on all tiles, and the only way to get them would be by settling directly on them. You'd also need lower corruption, I think.
About Green techs, that's easy to do. And green improvements, also easy to do.

Tell me exactly what techs or other green stuff you have in mind, so I can search for the icons or do them myself, as it's fairly easy.
