editing water:land tile ratio on random maps

On starting a randomly-generated Pangaea map, you have the option of choosing Low/Med/High sea level.
I find even the Low sea level to have too many water tiles for my tastes.

is there a game file I can edit that will adjust the ratio of land:sea on randomly-generated Pangaea maps?

If so any idea where it would probably be?
 
AssignStartingPlot.lua which is notoriously known for its hardcoded code.

You might as well just use IGE and start planting non-water tiles.
