Elven workers

I thought I read somewhere that Elven workers/slaves can build cottages and farms on top of forests without removing the forest. Is this true for any civilization that has an Elven worker, or just for the Elven civilizations? I had an Elven worker when playing as the Grigori, but when I tried build a cottage on top of a forest, I received a message that the forest would be removed after X number of turns.
 
it is civilization dependent, so elven slaves can't make use of this ability. it was set up this way for balance reason.
 
This used to provide a nice incentive for slavers and I doubt it would be that unbalancing. After all, you have to first locate a population of elves and then "recruit" them one by one. (This used to work with dwarves, too.)

There used to be an exploit that could do the same thing. As I recall, you'd burn the forest and time the start of the cottage (or whatever) to finish just before the New Forest grew.
