emancipation not increasing unhappiness for AI?

Something I noticed in my last game. I beelined to democracy and switched to emancipation very early. Some 40 turns later, I investigate a city or two (from espionage passive effect) to find the unhappiness from demanding emancipation is only +1. Several turns later was only +2.

Seems I can remember unhappiness from demanding emancipation rising more steadily than this when the AI adopts this civic before me.

It seems the unhappiness rises as such a slow rate now (was this changed or is it a bug), it's negligible and is barely worth mentioning as an effect of adopting the civic.
 
I always thought that you got a :mad: for every other civ with emanicipation. So if three of your opponents have it, there will be three :mad:. Since most civs adopt emanicipation after a while, it seems as it's rising. Could be wrong though.

The real question here, I suppose, is how does unhappiness from demanding emancipation increase? Is it over time or based on the number of civs running the emancipation civic? Perhaps neither, perhaps both.
