Embassies

I can't figure out how to use embassies it says in the manual to click the foreign ministry icon in your capital city but I don't see one. What does it look like or how do you make embassies?

You have to have writing and you have to *double click* on the star next to your capital city's name.

this gets you to a list of civs with whom you can estabilish embassies.

You then have to have the money to build them.

Alternatively, right click on the capital and select 'Conduct Espionage.'
