Empty cities

I tried to search for this, but didn't find anything in the forum. Is this a bug that the city is empty when you take it over or did the AI just not build anything? Is this some new gameplay they adopted? Every city I capture has nothing in it but population.

What difficulty are you playing on? I'm conquering pretty developed cities...

That game was on warlord. Is this due to bombarding? If that's true, then that's a nice way to slow down the computer. Go destroy his farms and bombard all the buildings out of his city.
