Endowment/Global Sci Proposals

The world congress proposals Endowment for the arts and it's science counterpart (global science initiative?) are based on a civ's SCORE. I feel like score is kind of a unrelated number and that these proposals should be based on culture/sci or policy/tech instead.

I know there have been many times where I wish to put these proposals into motion to catch up to AI, but my inflated score from wonders/cities/war keep me from doing so.

I think that "imprecise measure makes those proposals more interesting, actually. It can of course create situations where an already good civ (especially tall) can use this proposal to get further ahead, or a cultural/technological lacking civ can't use it to catch up, but that's part of the strategy,I think. Of course, these proposals aren't purely catchup mechanics like this. But at least for science, there is even another purely catchup proposal, the one reducing tech cost for technologies already discovered.

Its pretty dumb when I get +20% science while having a tech lead as tradition. Meanwhile the huns control the most land, so aren't getting anything
