Maybe I overlooked it, but I can't find this information in the manual, and the information isn't complete in the civilopedia.

Is there a comprehensive list of time it takes to improve terrain broken down by terrain times for irrigation, mining, roads, railroads, and transformation taking into account rivers as well?

Rules.txt provides some answers, but not all.

It has times for irrigation and mining, but doesn't say if that accounts for rivers or not. I don't think rivers affect that though.

Road building is another thing altogether. They seem affected by rivers and terrain, though I'm not sure in what amounts.

Transformation seems to be in groups of 10 (or 9, with a "day of rest turn" for the engineer). Deserts, Plains, Grasslands, and Tundra have a 9/10 base time, so 1 does it in 10, 2 do it in 5, 3 do it in 3, keeping in mind that the final engineer has to rest for a turn afterwords. Forests, Hills, Glaciers, Swamps, and Jungles are 19/20 - blah blah blah math. Mountains are 29/30. This was derived through testing.

I think I'll just test all the conditions and then write up a table.
 
See the Great Library at Apolyton. There is an entry about settlers and engineers. Someone did a thorough study of all this.
