entangle should not be castable on some terrains

I don't understand why people are arguing about a mage who can cast entangle cannot cast vitalize. It is a druid-specific spell, and druids have all three levels of nature magic. I always thought of him creating a viable ecosystem in just the location the units are in and not the whole tile.
