When the game starts and loads in the middle of loading it says.

Initialize Renderer failed.Check Directx Installation,Lastest Graphics Drivers and Graphics Setttings Parameters:

Error:Creation failed:Could not match desired fullscreen mode

I changed my screen to 1024x768 but still have this come up i dont know what this means?
Someone please help ive been dying to play this great game.

You are way below the minimum specs for the game - Civ IV is a true 3D game and needs average to above average hardware to run successfully

Processor is too low (1.1Ghz you need absolute min 1.2Ghz, preferably 1.8Ghz, you have integrated graphics not a video card, 128Mb RAM (need 512Mb running it under Windows XP).

The game will not run on that PC - you need a Major Hardware upgrade - probably a new PC
