To bring this back up, IMO, the cruise missile should be replaced with a gernade or bazooka or something, and the nuke with the cruise missile. Normal nukes can wipe out the entire island. Cruise missiles, more presice, but can still lay waste to tracts of land. Gernades just spray shrapnel everywhere, killing a few people and injuring many.
 
I agree with Bluemofia, however, a gas bomb (imho) would make more sense then a bazooka, since you want it to be a missle.

So far this mod has died once, untile being bumped,
King Arthur Said (several times if not mistaken) that he was making the Final version of the mod, but every time I check back it changes

Missiles: If replace the Nuke with the Cruise should I still give the Cruise missile the same effects as a Nuke? i.e. kills 1/2 of all units in a stack; pollution; declare war? or should I just give it lethal bombardment with high bombard and rate of fire? I was thinking of replacing the Cruise with a Battleship with an increased bombardment range.

Sewer Rats: Still trying to work out how best to use them. I may add a tech (City Sewer System) which allows Sewer Rats to be built and reveal the Sewer Resource. I may then add a Building Improvement which acts like an airport and enables the Sewer Rats to "paradrop". The Building Improvement could only be built in cities where the Sewer Resource is within their radius.

Yeah I kind of liked the nuke idea all along it's just a pity I can't increase the damage done by them. You could conceivably be calling the President to sanction the unlimited use of Missile strikes and the inevitable civilian casualties that would follow.
 
Will there be any additional luxuries with the scenario? I have found that just two lux is not enough. Obviously luxuries will be in short supply on the island, but people do need to keep happy on the Island, even if the Zombies might eat you.

The missile should have the same effect as the Civ III Nuke.

That gave me an idea. Since this is such a traumatic situation, "luxuries" probably wouldn't calm anyone. You could make defense-related resources (anything used to build military buildings) luxuries so that keeping you citizens feeling safe and secure makes them calm. You could replace the moods too- calm, nervous, scared, and panicking (resisting).

KingArthur... I have been playing with the SewerRat units in the game for a few weeks and have just one Sewer Resource placed on the Map. I have set it up where Each city can build a Sewer Plant after gaining the Resource and then be able to build Both SewerRats and use the Sewers. The Sewer Plant building has Airport Settings in the Editor for the Survivors and uses the (Sewer Button) which was the AirDrop. All of the Files work well. I still believe that setting up a Strong Guard (City Unit) that must be Killed in order to gain access to the One Sewer Resource is the way to add another challenge for the Survivors.
 
Spacer One...yes, I do have all in my game now and all works well. I uploaded most files to this thread for use and KingArthur has them...just a matter of how (or if) he wants to impliment it all for the Update. After all, it is his Scenario, so concerning how he will handle any additions for the last update is his decision.

Missiles should have the Nuke effect, because that is really a missile that destroys (partially at least) a whole building.
I don't know what is the result, but is it possible to tick bombardement with the "Nuclear weapon" option?

To use a missile to destroy a building within the country with (likely) civilians inside... I guess it would have to be approved by the President! So that makes sense.

I'm anxious to try some of those Sewer Rats... when will they be ready?
 
@Vuldacon if all the files are here, I can add it to my EFZI2.1...I added a few things too...Mostly graphics, so that "cast" look different(abe peters is now Stephen Hawkins, and the Rushmobile is a pickup truck with a mounted machine gun)

@KingArthur...if you build it they will come...
 
Spacer One ...Here are the City Sewer Plant files. There are a few extra files in the Zip such as a preview. This is the only file I have not uploaded. Start on page 44 of this thread for all of the downloads concerning the "SewerRat" unit if you want to add them. Tech Icons, Resource and Icons, "use Sewer Button" (replaces AirDrop), Large and Small civilopedia files, the SewerRat Unit, a "City Unit" with the Asian Islander unit added to an Industrial City (I cover the Sewer Resource on the map with it) and this zip for the Sewer Plant (building) with all needed files. Read Me files with each Download Zip...if any questions, post here or send me a PM.
