This doesn't make sense.
If the monarchy is absolute, then the Vouli is pointless.
Why would feudal lords launch a revolution against the centrist monarchy to established a centralized state with a unicameral house composed of farmers who don't actually affect anything?
It represents the farmers.
The feudal lord started the revolution in order to keep their powers and weaken the emperor. They started to have their own armies. Then they faced the emperor, who with the help of farmers, won.
An ABSOLUTE monarch, by definition, does not take heed of the farmers.
Why would the farmers, who clearly had things under control, even establish a king? Why would they make the king absolute? Why would they establish a parliament that has no power in an ABSOLUTE monarchy?
It is a reward, because they helped the King.
