It has a lot of historical importance, it is the approximated date when writing was invented in Sumer. Sure nobody knows exactly in what year exactly it happened.

4033: The Smiths build the Town Hall, and since you know you can't get elected (You don't have 25% land area or are biggest civ besides Smiths), you quickly nuke the city house they built it in (twice), then attack it, and after several captures and recaptures, the Smiths raze the house.
4034: The Rampaging Kennys have destroyed the Nivorods!
4035: We have information that the Bonzos have completed a great project, the Freaky Halloween Mansion.
4036: Sir, we have destroyed the Great Nolays.
4037: Terrible News, Sir! The Front Yard has deposed to the Zalokods! Word is, they admire the so-called "culture" of the Zalokods. Imagine...
4038: The rampaging Smiths have destroyed the Johnsons!
4039: Soon after, these messages:
The rampaging Bonzos have destroyed the Bricks!
The rampaging Lees have destroyed the Numas!

Sumerian culture arrived around 3800 BC and came along with writing, agriculture, construction (Ziggurats are impressive peices of architechture), music, mining, metallurgy (they burned a 'fire rock' similar to the bitumen harvested in today's oilsands), astronomy, and a huge chunk of the religious traditions that echo throughout human history.
