Event Expire Timer

Hello,
I was asking myself how to set an event (quest) that will have a timer expiration condition.
For example, i want an event to trigger if a barbarian settlement is near a city (player or ai), with the aim to destroy the settlement within 10 turns to complete the quest (the quest expire after this time limit)
I can't find a way to 'keep' the turn on witch the event triggers so as to be able to check if the quest expire.
