Excess citizens

Just curious, can a city grow if there is no place for the citizen to "work". I recently had a city at about 40 pop and all the citizens were either working tiles or were assigned to districts via buildings like Library. I started wondering what would happen if the city grew to 50 and ran out of slots - would growth stop or would the extra citizens just live in the city center? I never finished testing because growth slows down so much at very high populations.
 
I'm not sure but I'd be interested to see what happens. My guess is that they would still contribute their +0.3 culture and +0.5 science by virtue of them being a pop, but would do nothing else. You can't have citizens "work" the city center like specialist buildings and citizen 0 is always working the city center tile like how normal citizens "work the land."
 
There is a globalparameter called "GOLD_PERCENTAGE_YIELD_PER_UNASSIGNED_POP" with a default value of 50 in the base game. It'd suggest they increase gold yield as well? (however many parameters don't do anything so it's possible it does nothing) I'll might check it out one day with a lua script.
 
It just keeps growing. Afaik I don't think unemployed citizens (because we odn't have a formal mechanic like that) do anything though.

they need to return... I don't optimize my cities for "maximum" space and I build a lot of districts/wonders so I my cities are often starved of spaces to work citizens in high population cities.

Indeed and the bonus points go to @Revolutionist_8 , I finally got one in game. Still provides pop bonus of science and culture and counts toward housing and amenities but also provides 0.5 gold / turn.... whooo
Note: you cannot choose to be unemployed... if I had a workshop, pop would be put to work there.... I think I might buy a tile.
