Unused material most likely doesnt mean that it was put in to be used in a later expansion .. it means that Civ 4 was rushed out the door before the developers probably wanted to.

I mean, hell, theres a bunch of XML relating to the throne room. Will we see a throne room in a later patch/expansion. Most likely. Was the throne room going to be in this release before it was pushed out the door early? Most likely.

The core gameplay is pretty solid, as well as multiplayer, and mod-ability is off the charts. I have high hopes for this game 6 months to a year from now when modding becomes extensive.

It may be true that they didn't have enough time to finish everything they wanted. Extra flags/leaderheads/etc are probably included to give us a starter for mods.

Hard to guess if you guys are saying yello flag and meaning the lion banner or the orangish banner.

The yellow banner looks like the crest of the Lionheart.

The one you have no clue about. The original banner for Holy Roman Empire in 1000AD-scenario?

It's not a Persian flag -- but the Persians are in desperate need of a new flag -- perhaps a symbol actually used in ancient Persia, unlike the arabic scimitar. Maybe they could just copy my current avatar.

Huge game, lots of data, very likely that some extra data, test data, or data that was going to be used and was never used simply never got cleaned up and removed.

I hardly see this as a sign of any kind of expansion, rushed release, or anything else. As a programmer who deals with multiple instances of production, staging, testing, and development databases I'm aware that it's very easy for garbage or test data to be on production.

Not to mention Civ IV is a frickin resource hog - the code itself isn't written to be efficient so why should the asset management be any better.
 
Notes;

-the "persian and denmark flag: is actually an alternate symbol of england in use since the norman conquest, and still present on English coins to this very day.

-it was Hadrian, not Augusuts or Trajan whom had a male lover whom he himself drowned in the nile

otherwise I'm very disspointed that a possibel second Roman leader head woudl be agustus, concidering the trait choices given to caesar that dont fit him at all woudl fit Augustus perfectlly, not to mention the title "first emperor" belong to Augustus, not Caesar in the first place.

Well sure, Im not saying that Civ4 is essentially unfinished .. but all games are unfinished in the eyes of a developer ;) Im sure throne rooms and other junk was cut to make a deadline. Wasnt Civ4 actually put out earlier than expected? And then we are going to see an early patch ... kind of suspicious. Im not blaming the development team, but I will blame the suits. Of course without them all games would be Duke Nukem Forever :crazyeye: Sometimes you just need them to put deadlines and dollar signs on everything.

you know; the "alternative german flag" isnt a bad choice for a western roman flag
 
The alternative German flag is definitely a German Eagle, not a prussian one:

So similar, in fact, that I'd wager the above image was the source image for the flag.
 
Vikings, Ogedai Khan and Sitting Bull would be interesting additions to the game, Ogedai could be 2nd leader for the Mongols, Sitting Bull can rule the Sioux, an Aboriginal Tribe. :)

Mongols already have two leaders... Genghis Khan Temujin and Kublai Khan. ;)

No offense, but I have yet to see you post anything that isn't some sort of complaint about how the game isn't historically accurate. Do you even like Civ?
