Explorer.exe not working, help

When I book up my PC, the background wallpaper was gone, replaced by a background that says 'Active Desktop Recovery'. The real problem is, the exploer.exe isn't working. I cannot click on any icon, nor can any program run. I tried to get microsoft word running, by typing the path in in Task Manager. Word started up, but then immidiately froze. I cannot open any file either.
I did a 'repaired' windows through the windows set up, still didn't solve this problem. Please help me.

It involves removing a file that is supposed to be the cache of the active desktop.

I think you will need to use Safe mode in order to do what the link said, since your computer will lockup after loading. Press and hold F8 duing windows startup.

I think it is best to disable the active desktop settings too. OS version needed to give detailed instructions on how to disable it.
