Extended Nuclear War

Playing vanilla I noticed that a city on top of an aluminum resource tile got close to 19 of 20 nukes. So now, if I have more than one aluminum available I can disband the city over the newly nuked aluminum resource, build a city over another aluminum resource and clean up the pollution without risking my workers to the next turns nukes.

I don't build cities near the modern Strategic Resources, except in the above 'draw their fire' situation, if I do have to, I pillage the resource and only put in a road when I need to start a build requiring that resource. The enemy won't nuke a city unless it is connected to the resource.

In my current game I had a long way to go to Missile Defense so to relieve the boredom, using save/load, I declared war a few times and every time the AI nuked my resources, core cities and front-line cities even though I had a city on the aluminum resource tile. Once I got the Missile Defense in place the AI focused every missile till it ran out on the city sitting on the aluminum resource tile even though it hit it 3 times. I'm wondering how consistent this is?
 
Usually, the AI will nuke you if they are already at war with everyone or the human is the only other tribe left. They will also nuke you if they are #1 and you are gaining on them. It is not that common, many a game nukes are present but never get used. If there is an imbalance in power, it's more likely, but I'd say odds are 1 in 100 that the nukes will fly. And thats assuming the game is in the nuclear age and no one has won.
 
How often are nuclear war player triggered vs AI triggered?

In my current game, I don't own any nukes and the AI instigated the war and the nuke attacks. It will definitely depend on your play, I always go for total domination so I will probably always get into war with the AI throwing nukes eventually.
