You should immediately spend all your money to universities, even sell back 1 puppet to France if you can for more Unis. Settle Sci specialist and go for rationalism.
Do not go for Artys you need to take the risk to get Public Schools and defend with Gatlings, imho.
You can still outtech Japan I think. Maybe I will try.

On next games, try to focus on science much more. Also your policies - try fill Trad or Libery before stepping into another tree.

What's your demographics screen look like?

Also, Cannons, Artillery, Bombers. Use ranged units right, and Japan won't be able to conquer you without a significant tech advantage.

Also also, you've opened 5 social policy trees, and haven't finished any of them. That's very wasteful, because with the final policy not only do you get the policy you adopt, but you also get the finisher policy. It's effectively 2 for the price of 1. On top of that, the finisher policies are generally one of the most powerful policies in the tree.

FrontierProject,

This isnt for the topic but..
purchase the Gods & Kings expansion immediately! :)

It adds to everything from combat, city-state diplos and units, and gives cool new features. Vanilla is great too but G&K is amazing. Why play vanilla when you can get much more. :)

The title states vanilla, where there were no finishers for policy trees, just FYI

Um, not true. Some of the finishers were different, but every policy tree had a finisher (e.g., Tradition +15% growth and +2 food in first 4 cities, Rationalism +1 gold from science buildings, Liberty and Honor same as G&K, etc.)
