failed to load texture (...)

Ive been searching around everywhere and cannot find any information on this problem. i run game in dx 9 mode and everytime the screen changes (going to city view to map view e.t.c) it comes up with an error starting with 'failed to load texture bla bla'. the worse is when i end my turn, it comes up anywhere between 20 to 50 times in a row. I have to press escape each time. this is so frustrating.

i have windows 7 64bit
nvidea 9800gt with updated drivers
i only have two gb of ram but dont think thats the issue.

Someone please help.

Is the "only" problem that a lot of messages appear, or are there graphical problems too?

I believe the graphics are fine. i've changed from the lowest to the highest settings turned things off and back on and the errors still pop up. But havent really noticed any errors with the graphics.
 
No, dont have the knowledge to mess around with anything. I just install and play.
If it helps i cant play the game in directx 10 or 11 mode either. i click on it and nothing happens at all no crash just nothing and ive tried installing direct x through the civ/steam avenue as well to no avail.
 
I'm seriously confused at the moment.

You have Win7, you should be able to play with DX11.
Graphics drivers are upt to date, i guess?

Standard option, which could always help: Try to check the integrity of the files (steam -> library -> games -> Civ5 -> properties -> check integrity). A file could be corrupted, which could lead to such a behaviour (i'm purely guessing here).

I don't have any real clue, sorry :(.

What are the rest of your computer specs? If you only have 2 gigs of memory and are trying to run in 64 bit mode, you may be running out of memory. Windows 7 32 can run on 1 Gig, but 64 needs 2 Gig. Then you add the game and it also is a system hog. You also need 8 Gig free on your Hard Drive.
 
I have the same problem that he does. Validating the game files doesn't help, and I have also reinstalled civ 5, and the problem still persists.

What is this degree C doing? If your computer is running that hot, then you need to cool it down.

Your 512 Geforce 9800 is a tad on the weak side with it's low memory. It is slightly better than the 430 which was the card this game was designed around, but the 430 has 1Gig memory. So the game may be hitting that 512 barrier and the card can not mover the info through fast enough.

You are running triple channel memory and doubling it may be a prefered boost, but personnally, not sure if it would pick up the slack of the GPU.
 
Well this isn't an issue of me not being able to run the game, because I've been able to play civ 5 for a year or so before with the same specs.
It ran fine before, but now I can't even play the game without having to sit through 50 pop-ups every time I end my turn.

The exact text I get on the pop-up is,
