Farm Sprawl

So, from what I have seen thus far, the A.I. builds a farm on every available tile. Although I haven't confirmed it, I'm assuming that such behavior is incentivized because the 0.5 housing per farm is earned regardless of whether or not the farm is worked.

Is that correct?

That is correct about the way housing from farms works, but no idea whether that is why the AI is doing what it is doing.
