Favorite enemies--are they still in?

Just curious, and by in, I mean, in 1.61. (As if you thought they meant in a Paprikish stew! Go on, you kidder, you.) I've really disliked the way this unrealistic gaming element screws up diplomatic relations, even rendering you more hated in a few turns than the supposed hated enemy which nobody knows about.
