It is just that the AI Klack do not exploit their economic advantage like the AI Meklar. I have noticed that a human Klack gets a lot more out as he is better at optimizing his advantages. With AI Klack, even in those games when they have a significant economic advantage, also when their personality is Ruthless (or Aggressive) Expansionist, somehow they do not wage wars as lethal as their AI Meklar counterparts.
As a human player: the Klacks > the Meklars.
As an AI player: the Meklars > the Klacks.
EDIT: With Planetology tech advantages, if the Klacks successfully make initial expansion and build up with a sizable chunk of the galaxy, then it is perhaps the most straightforward race to win with. I think the biggest drag with the Meklars is that (though fun to play as), in addition to their weaker Planetology, they have to max out on Improved Robotic Controls and Industrial Tech but that takes quite a while.
