Not really. If you have no Library or University in a city, it increases that city's science by 50%. If you have one of those improvements already, it increases science in the city by 33%. If you already have both a Library and University it increases science in that city by 25%.

And if you already have a Research Lab in a city, SETI does not affect science in that city at all (but you can sell your RL with no penalty).
 
Ahh, SETI counts as a Research Lab in each of your cities, so even if it does not "double" the science in the city its built in, it is a cheap boost to your overall science output. A 50% increase in your total science (excluding libs and Universities) is not to be sneezed at.

The only problem I see with SETI is that it comes so late in the game that unless one is going for future techs to run up the score, its not much help.

Actually I have found it moderately useful in games where i have been focusing on growth, trade and economic factors and neglected science improvements in cities other than the SSC. Those cities are to a point where they can produce a fair amount of science and SETI gives them a nice boost across the board to augment what I'm getting from the SSC. It can sometimes help reach 2 tech/turn cheaply (or at least maintain my tech rate after Flight) while letting the high trade cities (those that will benefit the most from the RLs) keep producing caravans instead of improvements.
