I wish I could figure out what causes that bug. My tests didn't come up with anything, and I asked in the main modding forum, but no one knew. *shrugs*

Looks like a really fun start, could suit a variety of playstyles. The capital city's going to be a beast, would definitely go for tradition (as I almost always do these days) and see if I can grab an early wonder or two.
