I realize the elections aren’t over yet, not even started in fact, but I’m confident that the Federation will be our next Prime Faction and if it fails this will have been a handy discussion thread.

The Foreign Minister is responsible for directing the discussions on treaties, espionage and trade.

Treaties
A peace treaty with Justinian is possible. He is willing to give us his map and all his gold (390 plus12 gpt) for peace, but I see no reason why we should end the war. We are suffering no ill effects, we have an excess of soldiers and it is a fine opportunity to earn experience, plunder and another great general. The way things are going we should probably consider if we would like to vassaleize him or not.

Espionage
As a childhood hero once told me “knowing is half the battle” that is why it has been so annoying to me that we still don’t have complete demographics on foreign civs. I think we should just split our espionage budget between Churchill and Justinian this round. We can investigate Caesar next turn set.

After that espionage will probably be primarily used to prevent tech thefts by foreigners. Churchill and Justinian are the most apt to try such gambits I believe. For now directing funds primarily at those two will at least keep the price of such missions as high as possible for them.

Trade
I don't see much need for any change right now. We could renegotiate for an extra gold or two but until somebody has something we need, or a lot more gold, we won’t do much better than we are right now.

One observation though, if we get a workboat on that whale tile near Babylon we can trade it before it’s obsoleted by combustion.

Units
There is an explorer in Venice who should probably be disbanded. Tokugawa and Montezuma have territory we can’t see, but neither is willing to trade maps or offer open borders. I think we should build a spy and have one of our caravels transport him to the eastern continent to complete our map of the world.

I agree with continuing the Mayan War, it is open for the taking now, and we should go for it.

As far as espionage goes, I would really like them focused on Justinian. Churchill would be fine to split between, but I would suggest that if we focus eps instead of broadening them out, we followthrough; letting Ceaser in the group would slow us down for some somewhat unneeded information.

We should defiantly get that workboat in Port Civius (its still there, isn't it?) to the Whales asap.

The explorer could well be disbanded, its bugged me in the past.

Great job on the report 1889. The work boat was hiding out waiting for an available escort. Now that the naval threat from Justinian is over an escort is available. I suggest we keep the Ironclads on course for the naval blockades. They can also act as eyes on his coast for our MoD to gage troop levels needed if we choose to invade.

I think you're right, all eps will be expended on Justinian alone this TC.

We should put up a plan for a intensive Caravel watch though (for the spys), especially intricate in the short waterway between the Aretan and Mayan coast.
 
Well I guess the plan would be for the turn player to tell us if any foreign caravels sail up to our coast. Not much we could do about enemy spies except spend our eps to increase the cost of any foreign espionage missions. According to AI personalities Justinian and Churchill are most likely to try such things.
 
Please look into possible trades for this TC, especially a tech trade with Ghandi for Physics and Corn/Incense from Justinian. Also your request for a spy will be granted this TC. In the future it may be more efficient to request the builds to a State.

EP distribution is still 100% on Justinian. We still have 0 EPs on Caesar and Churchill. I recommend we split them for the full 10 turns. It will not get them on the graph but it will get us close. I'd also stress to the States the importance of increasing EPs in their cities.
 
Gandhi will give us one more gpt for our bananas. Justinian is willing to trade us Incense for Whales, which I suggest we do as they will be obsoleted in two turns (what happens to that trade when it goes obsolete?)

I don't like the justinian deal, it is far too unbalanced and will help him too much. We get biology in 4 turns. The Churchill deal sounds good and will help with relations. Also Ghandi has Organized Religion so perhaps we should spread Hinduism there. Since there is no Religious Minister our matters of international missions is your domain. Everything else :goodjob: .
 
Okay this is pretty much final orders then, please add any final coments before I post it in the TC thread.

Treaties

Nothing interesting here. Gandhi and Tokugawa are still not interested in open borders or map trades so exploration will still have to be done with a spy. Churchill is at war with Tokugawa however and if he does well Tokugawa may be willing to accept vassalage. Also we do not currently have open borders with Justinian which I think is fine.

Espionage

We’ll put all eps on Churchill so we can have his demographics next TC and get a better idea about how his war on Tokugawa may go.

Trades

Gandhi: cancel bananas; instead sell him rice for 5 gpt.
Justinian: trade him pigs for corn and whales for incense.
This will be a great deal when whales become obsolete.
Montezuma: trade Divine Right for 290 gold.
Divine Right is completely useless at this point.
Churchill: trade liberalism, economics and rifling for Physics and 410 gold.
Almost everyone else already has these techs anyway.

Units

I’m told that our spy is on the way so can a caravel come back from the North Pole and ship him to the other continent?

Religion

Caesar is the only nation in organized religion with which we have open borders so we can spread Hinduism there if we wish, although it doesn’t seam worthwhile to me. We end up doing all the work for one measly gold and he reaps the happiness rewards when he switches to free religion. If you really want to may be we can spread it in one city and let him do the rest of the work.
 
That all sounds good to me. Spreading Hinduism is not important enough to continue discussing. If we get a religious minister he can handle such issues. Remember however that one measly Gold (from every city) is going to Madrid.
 
Great stuff 1889.

Civius is right about Madrid though, with Wall Street and the temple, it would be worthwhile to crank out a few missionaries. A total convert wouldn't have to be on our minds, but the revenue is something to consider.
 
Every city has much more valuable builds to consider than missionaries: courthouses, libraries, observatories, custom houses, markets, factories, forbidden palace, national epic, all produce much more than 1 gold. Spreading religion is no longer worth the effort.

Justinian and Gandhi are at war as are Tokugawa and Churchill, but our without more complete demographic information I am wary to providing any policy suggestions.

Treaties
Part of our economic woes stem from low foreign trade but with Monty, Justin and Tokugawa all mercantilist there isn’t much we can do about it. I would recommend canceling open borders with Monty as it does us no good and only allows his agents to use our roads.

Espionage
We are falling behind in espionage; I think the best solution is to go for a 10% bump on the economy slider. Which I will take up with the Assembly

My proposed ep spending would be Caesar weight 4, Justin and Churchill weight 1 and Gandhi weight 5. That will put us very close to getting all demographics by next TC.

Trades
Caesar Augustus: trade Military Science for 510 gold/ map
Montezuma: sell Constitution for 220 gold
Justinian: sell Divine Right for 380 gold/ map
Also trade rice for incense and bananas for 13 gpt
Or we can trade wheat for gold but wheat gets an extra health bonus with granaries and bananas only with grocers so the latter may be less useful to Justinian.
Tokugawa: trade Divine Right for 110 gold
Gandhi: sell Military Science for 290 gold/map

We have a great spy (Claude Dansey, deputy chief of MI6 during WWII), but he was born in Edori and so is under their control.

Great People do not fall under the jurisdiction of the individual States. Either the Assembly can appoint them their task or the Governor General can if they fail to. Other than that I like most of the ideas. I am a little hesitant on trading the older techs simply for gold. My philosphy is kick them while they're down don't let them catch up! We have plenty of gold.
 
I agree with Lord Civius' selling proposals, but the rest of the trades are fine by me. It might be best to settle the Great Spy, as we are in need of a base ep salary, which brings me to the case of courthouses.

Obviously, starvation should be prioritized by appointing hospitals to cities, but courthouses should be on our list of buildings to gain in most cities.
 
As far as settling the spy I just noticed that Eshnunna already has Scotland Yard so that might be a good deal after all.
