Well, without an optional Scotland Yard, we might want to figure out what to do with the both of these Great People very soon, meaning golden age or no golden age. If we can't have a golden age, then I would very much recommend settling the spy as a specialist in Eshnunna or saving him for a golden age.

The scientist ordeal needs to be solved.
 
We can have rocketry in 10 turns then our scientist can found Aluminum Inc which would produce hugh amounts of science, not like we need it though. If we instead go for a golden age I'd like to take advantage of the free civics change as well as increased great person points, but there is little time make plans for either of those events. Also increased production may clear out some city build ques before the TC ends.

I'd like to settle the spy in Eshnunna and raise the issue of a golden age for the next TC.
 
I’d like to start with some info on Mining Inc, recently founded in Madrid.

Mining Inc. provides one hammer for every unit of coal, iron, copper, gold and silver the city has access to. In our case that is +16 hammers. This benefit costs the city between 9 and 14 gold per turn (based on distance from corporate HQ and other factors). Although 4 gold is also made each turn in the HQ city, since we have Wall Street and other bonus buildings there the 4 gold becomes almost 12. It also cost like 100 gold (in addition to the executive) to open a branch office.

As you can see it is worthwhile for us to open an office in nearly any of our cities, especially in cities where factories and power plants multiply the hammers or cities like Port Civius that have no hammer tiles.

We can send executives overseas to open offices in other nations as well unless they are mercantilists or communists and provided we have open borders. Currently only Caesar and Churchill are potential targets. Since Caesar has only 1 coal and 1 iron, he will earn only 2 extra hammers in cities with a Mining Inc office. Regardless he will still have to pay some maintenance cost and we will still earn 12 or so gold in Madrid. Churchill with only 1 iron will fare even worse. As you can see under the right circumstances exporting executives is far more profitable than exporting missionaries.

Spys can be used to change civics and make an opening for an executive blitz, but after the patch the AI is far more inclined to switch to one of the above mentioned civics to protect itself.
 
Thanks for that explanation 1889. The only thing that I remember about corporations is that they didn't work properly when the game was first released. If we export executives, do we still have to pay the 100 gold to open the branch office with them, if so, if we gift the executive to the civ will they still use them? Even if we have to pay the 100 gold it sounds like we get the money back in under 10 turns with just the cost of building the executive to cover after that so still worth it.
 
Yes we pay the gold to open a branch in a foreign city too. Gifting executives to foreign civs would save that but I'm not sure if AI logic would lead them to open a branch on their own.

It would be worthwhile to open offices in most cities, but I would like to see our priorities being cities like Port Civius, Opis, Edori, and Cordoba; cities that need extra hammers or cities that already have a great hammer per turn ratio.
 
Reviewing AI tech progress here is an idea of the best enemy units we can expect to face in conflict with the various nations.

Caesar: SAM infantry, machineguns, knights, artillery, frigates, ironclads, and airships.

Monty: muskets, cuirassiers, trebuchet, galleons.

Justinian: muskets, machineguns, knights, cannons, destroyers.

Tokugawa: mace, knight, trebuchet, galleon.

Churchill: rifle, machinegun, cavalry, artillery, frigate, ironclad, airship.

Gandhi: rifle, machinegun, knight, artillery, frigate, ironclad, airship.

Oil and uranium sources are critical to the development of modern military forces. Gandhi has a uranium source under one of his cities, so we can’t stop him from developing a modern fleet, but spy missions could potentially deprive him oil access. Spy missions could pillage both Churchill’s oil and uranium tiles halting all modern unit production there. The same goes for Justinian’s single oil resource.

Justinian is currently at war with Gandhi and Churchill is at war with Tokugawa. Considering the technological disparity between these foes it is a wonder that so little progress is being made. The wars are over seas invasions though so will likely have little long term impact unless a weakened Tokugawa can entice Gandhi to conquer his entire continent. Likewise Churchill may decide to join with Gandhi to conquer Justinian. Current AI relations indicate that this is not likely.

If we are going to attempt a conquest or domination win an attack on Tokugawa would deliver quick results as well as 5 more resources for Mining Inc.

Thankyou TCN, the post has been corrected. I didn't expect anyone to be two techs ahead of us but Caesar was the first civ to develop rocketry and has no doubt preparing for his Apollo Program if it is not already started. Probably not easy to pull off without factories or power but the AI's can make numerous trades between themselves which would nearly wipe out our tech lead.
 
Great analysis 1889 and thanks for the input tcn and Furiey. Tokugawa is our best first target if we decide to go for a domination victory. Followed by Monty-Caesar-Justinian. I know this is thinking far ahead but both Monty and Toku are far behind technologically and will be quick work from our tanks and Caesar has only 3 coastal cities that can be devistated by our upcoming Battleships and Marines. Justinian is also behind for now and it would be sweet revenge to kick his a$$ to get our Victory.
 
Before I set espionage spending for this TC I'd like a little input on what you'd like or what you think we may be doing. If we are going for Conquest or Domination I can make plans to foment revolts or sabotage critical resources, if it’s going to be a space race we can steal techs, or improve our defenses or should we just focus on counter espionage for now.

On an unrelated note I want to remind everyone that we are set to finish Industrialism in 6 turns which obsoletes Ivory. No point in trying any tricky stuff this time, that bug was evidently fixed in the patch.
 
I seem to remember mention somewhere that someone has got the tech for Apollo Programme? I could be wrong on pretty much all counts (that someone has it, that it was a different tech, that...), but that may change the situation for victory, or at least how we go about it as we will need to complete our victory before they launch.

Does anyone know if my (very) vague memory is correct? If so who?

LOL The Apollo Program was mentioned four posts above yours. Caesar has SAM infantry so he must have rocketry. All it means is we have to keep our eyes open. If any civ tries to make it off the planet we can cripple them before they finish their ship.

Even if he is creating the Apollo Program now, his three cities couldn't have the production power to create a ship before we could occupy the Mayan lands.
 
Taking Cyclonia first is still the better option. He will not complete the Spacerace before we get to him on the list. Modern war goes so much faster then any age before it.
