Justinian vs. Gandhi and Tokugawa vs. Churchill wars continue. Justinian's power graph show that he must be loosing many units, maybe also rushing pop to make up for it. As his power falls relative to Churchill the later may invade to better secure reasources that may be under cultural preasure. For the moment however Churchill is busy fighting Tokugawa, but may not for much longer. That war has been going on with little result for some time now. Churchill hasn't even bothered to sink Tokugawa's caravels or pillage his ocean resources. Clearly his heart is not in it.

No need for change at this point.

Espionage
First I want to thank the Assembly for the budget increase.

My proposed ep spending would be Caesar weight 1, Justin, Churchill and Gandhi weight 2. That will reveal what everyone (except Tokugawa and Montezuma) is researching as well balance out the ep deficit with our most likely future targets. Espionage will provide welcome options in case of war with modern age opponents.

Trades
Caesar Augustus: trade Military Science for 550 gold/ map
Justinian: sell Divine Right for 400 gold/ map
Tokugawa: trade Divine Right for 300 gold
Gandhi: sell Military Science for 300 gold/map

These trades will provide valuable gold for unit upgrades and facilitate quick conquest. Divine Right is utterly useless now that the wonders are built and Military Science (which allows the construction of grenadiers and Ship of the line) will hardly be an asset to anyone.

Units
Our spies will continue exploring the eastern continent then make their way to western Khmer for espionage missions in support of invasion or evacuation.
 
As always great job on the report. I agree with everything including the tech auction. We will need the extra gold for upgrades and unit support for the war.

I agree with everything except for the selling of military science; we might want to keep this one away from some others as it is still somewhat new...

Numerous civs are running emancipation and causing up to 3-4 points of unhappiness of in most cities, although only 3 cities are actually experiencing unrest. Broadway will be completed soon but unhappiness will continue to accrue. I think a civics change is the only real solution.

Churchill and Tokugawa are still fighting. Churchill has a number of Destroyers heading there now but still no troops.

Treaties
We can cancel open boarders with Montezuma as he’s not a trading partner.

Espionage
I think the espionage slider can be brought back to zero. Jail and courthouse construction will allow us to keep pace with our opponents. With Monty and Tokugawa weighted 1, Caesar, Justin and Churchill weighted 2, and Gandhi weighted 5 we should be able to maintain our current level of infiltration and discover Gandhi’s research as well.

Trades
We could get more iron and gold for Mining Inc.
Justin will give us gold and 2 gpt for wheat.
Churchill will sell us iron and 3 gpt for horses.

A number of civs are willing to trade us Democracy and Artillery but not at prices that seem worthwhile.

Units
The spies are providing good visibility into Tokugawa’s defenses.
