As we should all know, to maintain power, an empire MUST keep expanding so as its expenses do not catch up to its income. But corruption and waste are so powerful that the rate of conquest must double or triple quite often to provide enough upkeep for the high-cost military. Of course every now and then you could build a settler or a worker and disband it to get less population, or trade it with someone else then I guess it MIGHT work for a while...

Best government for 100k Culture Victory.

Not really, I'd have to say that communism is the best for 100k games on large maps because you can build cultural improvements everywhere.

communism comes to late, you should have already build most culture by that time.

True, but culture victories are not the most favorable victories if you ask me-I'll take a good conquest victory anyday.
