one question about buildings which generate stability. do they lift the stability by one in general. or does "generates 1 stability" means i will be increased by one every turn?

it means only once... there are no buildings that genreate 1 stability per turn automatically.

generally stability is worth between 15-20 gold per point. there are cheaper methods (the social welfare civic) but that stability comes at an opportunity cost (in your case the inability to use the agrarianism civic) and it takes away some financial control over your situation.

also does changing a civic from default to something cost stability and gold?

as an example, if i build a monument and switch to personality cult: the stability would stay the same, i would pay 5+20 gold, and would get 2 gold every turn? which would mean i would just get profit after 12 turns?
 
yes, that is correct...
but if you are going to be changing civics anyway (lets say you want to adopt communal work camps as an example)... then you might as well adopt other civics you like at the same time.

perhaps the best way to get stability right now is things like 'almshouses', 'sport arenas' (edit: chill sheds) etc.

Doesn't that mean Immac, that if you build a monument and then, Sabel forbid, it is destroyed - perhaps by some governmental order, you could rebuild it and get another stability, and then tear that one down and rebuild it, and tear that one down and rebuild it.... Stability for everyone!

When i designed FFH NES II, i purposefully designed it to be complex, perhaps, by the standards of most NESers, too complex. Thats because i was interested in playing a complex, immersive NES.

What i didn't realize (at least right away) was how difficult it would be to balance such a complex game. Thats why its essential that i hear from the players regarding what they think is unbalanced (or otherwise gripe-worthy). The players are not only playing, they are 'play-testing' the system as they go along.

I hope this NES has many more updates left in it. That being the assumption, its best to try and fix elements within it that need fixing as we go so that they don't become major problems later on.

Please note:
the city hall improvement is now cheaper with ornamental stone (35 instead of 40).
 
In the interest of fairness i think i should point out that the technologies of two nations who have newly adopted an 'open' economy have now been posted.... it sucks for them that people know this but then, thats the cost of an open economy.
